Collaboration with Germany & US firmed up for the Green Energy Corridors Development in India...

Working to setting up commercial cooperation in renewable energy with developed and developing countries, the Ministry of New and Renewable Energy (MNRE) has firmed up international cooperation agreements with Germany and United States to establish “Green Energy Corridors” in the country.

Officials in the MNRE said the Ministry had been interacting with several developed and developing countries for cooperation in the renewable energy sector with a view to establish commercial cooperation for supplies of indigenously manufactured renewable energy products, systems and devices.

Under this major initiative, the German financial institution kfW has agreed to provide one billion euro loan. This is the follow up of the “Joint Declaration of Intent” between Germany and India on Indo-German Development Cooperation regarding the establishment of “green energy corridors” signed on April 11, 2013. The first line of the loan is expected to be delivered shortly.

In addition, under India-US Energy Dialogue, a memorandum of understanding (MoU) has been signed recently for promoting energy access through clean energy (PEACE). Under this initiative, Export-Import Bank of US intended to mobilise around $250 million EXIM Bank financing for clean energy access. Similarly, the European Union (EU) is helping Centre for Wind Energy Technology (C-WET), Chennai to estimate off-shore wind power potential and identify most suitable sites for establishment of off-shore wind farms in India. The Ministry has also established cooperation for initiating energy access in rural areas and promote access to clean energy in association with UNDP, World Bank and U.S..

Parliament’s Standing Committee on Energy headed by senior Samajwadi Party leader, Mulayam Singh Yadav has recently recommended that international finances despite being project based or otherwise should be of such scale so as to give the desired thrust to the sector for its proper development otherwise these activities could be financed domestically as the projects do not have higher financial stakes and are beneficial to the common man.

C-WET approves China Ming Yang's 1.5 MW and Garuda's 0.7 MW Wind Turbines for installations in India...

China Ming Yang Wind Power Group Ltd, which is in partnership with Anil Ambani-led Reliance Group, has got its wind turbine cleared for sales in India.

The Centre for Wind Energy Technology, which vets turbine models for use in India, recently notified the clearance for Ming Yang’s machine, which has a capacity of 1.5 MW and a hub height of 75 metres.

Ming Yang is a partner of Reliance Capital Ltd, an Ambani group company, in Global Wind Power Ltd.

When the joint venture agreement was announced last year, Global Wind said it intended to develop as much as 2,500 MW of wind power capacity in India by 2015. The venture is expected to be funded by a $3-billion loan from China Development Bank.

Recently, Bloomberg news agency had reported that Chinese wind turbine manufacturers such as Sinovel Wind Group Co, Dongfang Electric Corp. and Shanghai Electric Group Co have won orders in India.

GARUDA APPROVED

Garuda Vaayu Shakthi Ltd’s wind turbine also got clearance for sales. The Garuda 700 kW machine is completely home-grown.

N. Srinivasan, who earlier headed the renewable energy company Auro Mira, is promoting Garuda.

“We own the IP,” Srinivasan told Business Line , adding the company would procure the components and assemble the machines.

NuPower Technologies Ltd has got its 2.05 MW machine cleared. This turbine will be manufactured with technological help from Wind To Energy GmbH of Germany.

Also approved is the 1.8-MW ‘Pawanshakthi’ turbine of RRB Energy. The Chennai-based company, an erstwhile joint venture partner of global renewable energy company Vestas Wind, is one of the pioneers of the wind industry in the country. But it is now fighting for a small share of the market.

The past two years have been bad for the Indian wind power industry, mainly due to the withdrawal of some key incentives by the government. Against this backdrop, new turbines coming into the market are seen as a confidence the players have in the long term future of the industry.

C-WET started another phase of nation wide wind potential assessment at 100m and 120m heights…

Power India found that, the Centre for Wind Energy Technology (C-WET), the autonomous R&D body under MNRE, has launched another phase of nationwide wind assessment project in accordance with recent CERC regulations and tariff orders for renewable energy project including wind.

 

Under the proposed phase, CWET will measure the wind energy potential across the nation at 100m and 120 m heights instead of 50m which was used in earlier phase.

  • 100 meters height:  75 locations
  • 120 meters height:  4 locations.

 

As said by Dr. S. Gomathinayagam, Executive Director, C-WET:

"The technology of megawatt class wind turbine has been changing all over the world. Anticipating taller towers with larger diameter rotors in the Indian market, we have now extended our assessment at greater heights in different areas to harness the potential of wind energy with the latest technology in India"

This phase will also look for land availability through Geographical Information System along with a 'land-use land-cover' map, indicating the type of land cover which provides easy access to the wind power producers. It will also mark suitable land areas that are available for wind farming, using geographical instruments and applications like 'Google maps'.

 

Currently, the project operates in 7 states -- Andhra Pradesh, Tamil Nadu, Maharashtra, Gujarat, Rajasthan and Madhya Pradesh, while there's a separate project for Odisha.

 

This project would calculate the potential of only on-shore wind sites.

 

For offshore, however, there is one project in Tamil Nadu near Rameshwaram, measuring the wind energy potential at 100-meter height.

 

CWET has also invited bids for supply of masts and civil works for installation of masts.

 

The Centre believes that this will attract a lot of new engineering, procurement & construction players and independent power producers in the wind energy sector. "This project will give direction to the industry and guide investors, policy makers and the government. Wind turbine manufacturers and power producers will have prior knowledge about the land, indicative wind at heights, hence helping them to choose a suitable technology," said Gomathinayagam
