Gujarat to install 60 MW roof top solar projects in next three years...

roof top solar in Gujarat

The Government of Gujarat is planning to install around 60 MW of solar power generation capacity through roof-top units during the next three years and for that purpose a policy will be launched to attract manufactures.

As said by the Gujarat Principal Secretary, Energy & Petroleum Department, the state currently is considering mainly on roof-top solar power as it offers enormous potential. Covering only 20 percent of the houses, around 2,000 MW of solar generation capacity can be installed.

Currently, the state is planning to install to install about 60 Mw capacity in next three years through roof-top units route. Tenders for 5 MW roof-top solar power generation in five cities namely Rajkot, Mehsana, Bhavnagar, Vadodara and Surat are ready and waiting approval from Gujarat Electricity Regulation Commission.

As per the Government, to make the roof-top solar power generation economically viable the state government was also planning to come out with a policy to attract solar manufacturing sector.

Retrospective rate cut for Gujarat solar projects to hamper investment sentiments in solar markets as per SBI...

solar tariff cut in gujarat

According to State Bank of India (SBI), the biggest domestic lender, the investment in the solar project of Gujarat will be adversely affected, if the tariff of solar parks commissioned in Gujarat is reduce as per the petition submitted by Gujarat Urja Vikas Nigam Limited (GUVNL).

The petition submitted by GUVNL. seeks to lower the average tariff from Rs. 12.54 per unit to Rs. 9.0 per unit for projects comprising 857 megawatts of capacity.

However, as per the SBI, which has funded for around 95 MW Solar Projects, the petition alone had an adverse impact on investors' outlook and if improved by GERC it will further hurt their sentiments.

SBI is also considering to draft a letter to Gujarat State Electricity Regulatory Commission (GERC) to put up its case in this regard.

According to the analysis done by SBI's Investment Banking arm:

  • The projects were based on certain assumptions, including tariffs that wouldn’t be revised during the 25 year power purchase agreements.
  • If the tariffs are changed, the entire financials of the companies/projects would change and debt will barely be serviced from the project cash flows.
  • This kind of phenomenon will especially be negative for the nascent industry like sola project where non-recourse funding were started just two years back.

Gujarat seems to join the case of countries like Spain, Greece, Romania and the Czech Republic which are also working on the retrospective cuts in solar tariffs. Spain, after installing the most capacity worldwide in 2008, stalled growth in the industry by capping the number of hours :solar plants could earn preferential rates and holding up new installations.

image

The Gujarat Electricity Regulatory Commission (GERC) has furnished the draft guidelines for procurement of power by distribution licensees in the state of Gujarat. The aim is to ensure standardization and reduce ambiguity in power procurement as well as protect the interests of the consumers through transparent and economic procurement of power.

  • As per these guidelines, the distribution companies (discoms) will normally endeavor to procure power through competitive bidding. In case of any proposal for procurement of power through the MoU route, the discom will have to obtain prior approval of the state commission.
  • In addition, discoms will also have to take the approval of GERC before entering into any arrangement incase of long term or medium term procurement of power from generating sources, where the Central Electricity Regulatory Commission (CERC) determines tariff.
  • The guidelines also require distribution licensees to prepare and submit the anticipated power supply position for each of the succeeding five years along with projections for additional requirement of power, if any.
  • For procurement of Renewable Energy, GERC has issued a Model PPA.
  • Approval of the GERC will be required in the event of any deviations from the ‘Model PPA’.

GERC ropes in GEDA to monitor RPO and issue RECs…

The Gujarat Electricity Regulatory Commission (GERC) has directed the power bodies to take preventive actions to minimize the accidents. The regulator suggested electricity distribution companies to focus on safety and form safety cells to give immediate attention to the same. According to the GERC directive, power bodies of the state will form a committee to monitor accidents in electricity distribution companies.

Ninth meeting of the Co-ordination Forum, consisting of stakeholders of state's power sector, was held on Wednesday in Ahmedabad. Among other crucial decisions, the commission designated Gujarat Energy Development Agency (GEDA) as a state nodal agency to function in accordance with the provision of the Central Electricity Regulatory Commission Regulations' terms and conditions for recognition and issuance of Renewable Energy Certificate for Renewable Energy Generation.

GEDA is also asked to monitor the renewable power purchase obligation on regular basis and submit the report to the Commission quarterly basis. GERC circulated proposed guideline for signing of power purchase agreement for power projects and renewable energy projects and sought the views from the participants. GERC also discussed the paper on proposed solar tariff for the new control period 2012-15, assessed the impact of the last tariff orders of electricity distribution companies and reviewed their standard performance.

The committee for safety, to be chaired my the managing director of Gujarat State Electricity Corporation (GSEC), will consist members from four state owned electricity distribution companies, three private sector power ventures and Kandla Port Trust. The committee will analyse the accident data of past five years on quarterly basis and the report will be submitted in the next co-ordination meeting.

Meanwhile, a committee constituted by the commission submitted and discussed the report on 'Issues of Right Way, safety and coordination amongst the various service providers for creation and maintenance of infrastructure'.

The participants, representing different power companies, also discussed the status of transmission projects associated with generating stations and renewable source projects including proposed Solar Park of the government of Gujarat, read the media statement from the regulator. GERC members, chief electrical inspector, representatives from power bodies and affiliated state agency attended the meeting.

During the meeting, apex state power utility Gujarat Urja Vikas Nigam Limited, GSEC and GEDA officials made a presentation on power sector scenario in Gujarat.
