Gujarat Model: Now solid waste management for power generation in 50 cities...

After getting lauds for Gujarat model which has become a benchmark for development, Gujarat is planning to launch new pilot project across the State which will generate power and fertilizer from solid waste.

Gujarat Chief Minister Narendra Modi on Thursday announced that the State Government will run a pilot project to set up solid waste management plants in nearly 50 cities of the State.

Modi was addressing Vibrant Gujarat’s National Summit on ‘Inclusive Urban Development’ on Thursday.

He said, ‘these waste management plants will generate power, fertilizer and reusable water which will be provided to rural areas for usage in agriculture.’

“This is a part of a two-way strategy in which both urban as well as rural areas gain,” Modi said.

He said, “This will also stem the flow of migrants into urban areas as these steps will result in the long term development of rural areas.”

Criticising the Congress ruled Central Government, Modi said that he had suggested the same plan to Prime Minister Manmohan Singh, but he never took it seriously.

Modi further said that the country should give up pessimistic mindset and look at urbanisation as an opportunity.

He said the waste management plants will be erected out of a ‘PPPP’ (people public private partnership)

Hindustan Zinc’s green energy projects helps it save Rs 300 crore...

Hindustan Zinc (HZL), the largest integrated Zinc producer , has managed to save Rs 300 crore with the adoption of green technology by investing in wind energy and waste heat recovery projects.

As part of this move, HZL has commissioned 273.5 MW of wind energy in two phases across five states, an initiative that has been registered under the clean development mechanism (CDM) programme by the UN Framework Convention on Climate Change (UNFCCC).

HZL produced 88.8 MW in Gujarat 49.40 MW in Karnataka 88.8 MW in Rajasthan, 25.5 MW in Maharashtra and 21MW in Tamil Nadu. Taken together, it produced and sold 511.4 million units of wind power, recording an increase of 52.3% over FY 2012.

Apart from its wind energy projects, HZL's 9.4 MW waste heat recovery steam turbine generation (STG) and 21 TPH low calorific value gas (LCV) boilers for steam generation projects have also been registered under CDM. This has helped Hindustan Zinc reduce carbon footprint by 583,685 tonne of carbondioxide equivalent (CO2e) in emissions every year.

Apart from CDM projects, it also managed to reduce carbon footprint by 116,992 tonne in carbondixoide equivalents from other initiatives . It said it reduced annual average emissions of 497,209 tonne of carbon-dioxide equivalents by producing 536,882 MWh per year equivalent amount of clean energy.

Technology for Waste to Energy is being assessed by the Government considering the inputs from Industry Experts...

Due to the oppositions being faced by various industry experts, Planning Commission has set up a task force to assess the technology of Waste to Energy Projects. 

In the projects which are constructed in various areas such as Vijayawada, Delhi, Hyderabad, Lucknow etc, issues related to low calorific value, poor segregation, lack of financial viability and opposition from local people are being faced.

Some of the observations from various Industry Experts are:

  • Technology options for disposal of solid waste should be critically evaluated first before putting up the projects.
  • It is also important to analyze technologies in the social setting, the technology should be able to solve the waste problem and at the same time, should not affect the livelihood of the waste pickers.
  • As these plants emit a lot of toxins, a regulatory control framework has to be in place.
  • Segregation of waste is critical; different waste fields for the wastes like plastic, medical syringes and wet waster should be there.

An expert committee constituted by the National Green Tribunal recently found that a waste-to-energy plant operating at Okhla in Delhi received waste that was not sufficiently segregated and emitted particulate matter, dioxins and furans far in excess of permissible limits.

As said by the Government,

“India tosses out several thousand tonnes of garbage each day; We will evolve a scheme to encourage cities and municipalities to take up waste-to-energy projects in PPP (Public Private Partnership) mode which would be neutral to different technologies.”

The government is yet to determine whether there is suitable technology that can efficiently utilize waste generated by Indian cities.
