Rajasthan issues RfP for 50 MW Solar PV Plants having capacity of 1 MW each...

 

The Rajasthan Renewable Energy Corporation Limited (RRECL) has released an RfP for the selection of 50 Solar PV plants of 1 MW (AC) to be connected on 11 kV level at 33/11 kV Discom’s substation in the state.

Some of the highlights of the RfP are

• PPA duration – 25 Years
• Selection process – Tariff based Competitive bidding (L1 process)
• Last date of submission of electronic bid – October 26, 2013
• PPAs signing date: February 28, 2014
• Distribution of projects – The 50 projects will distributed among the 3 Discoms in the state – 20 projects in Jaipur Discom, 14 projects in Ajmer Discom and 16 Projects in Jodhpur Discom.
• Bidders shall be selected for each Discoms separately. However, tariff to be awarded for a Zone (Discom) shall not exceed by more than 10% of the Zone (Discom) having lowest tariff.
• Commissioning deadline – Within 12 months of signing the PPA.
• The names of the 33/11 kV Sub-stations for each Discoms/Zone for which bidders may bid is available in the bid document.
• The plant has to generate minimum energy corresponding to a CUF of 12% during first year and 16% during remaining years.

Rajathan’s 200 MW bids of Solar Projects getting postponed…

According to a latest circular on the website of Rajasthan Renewable Energy Corporation (RREC), the last date of receiving of bids for the recent Solar PV and Solar Thermal (CSP) project have been postponed till further notice.

 

The postponement has been applied to the below mentioned Request for Specifications (Rfs).

• Rfs/PV 10/RREC/6
• Rfs/Themrmal 50/RREC/7
• Rfs/PV1/RREC/5

 

The combined capacity covered by above Rfs are around 200 MW out of which several solar PV projects with total capacity of 100 MW and two solar thermal projects of 50 MW each.

 

Though, the circular of RREC has not cited any reason for the postponement, it seems the delay may have something to do with the State’s ability to pay for the power.

 

The tariff applicable under the bid was Rs. Rs 10.12 per unit for “without accelerated depreciation” and Rs.8.85 per unit “with accelerated depreciation”.

 

As per Mr. Madahavan Nampoothiri, Founder & Director of RESolve Energy Consultants, “The delay is frustrating for all of us who have invested enormous amount of time and money in participating in the bidding process. We are hopeful that the Rajasthan officials will act fast to restore confidence in the state's solar policy.”

 

Solar project developers are upset because after the first phase of the National Solar Mission and the solar programme of Gujarat, there are no project offers in sight. Developers have recruited people in anticipation of projects and are waiting for work.

Solar Panels in Housing Projects of Rajasthan…

Spark learnt from the sources that, the Urban Development & Housing Department (UDH), Jaipur is planning to introduce the provisions of electricity generation by solar panels in housing projects under the proposed section of 90A of the Land Revenue Act.

 

Spark believes that, this move will help Jaipur to reduce the frequency of power cuts in the city.

 

UDH, Jaipur is planning to accommodate the solar plants in housing project and for that the certain changes in the building bylaws will also be required. However, the decision has to be taken after consultation with Rajasthan Renewable Energy Corporation (RREC) to provide subsidy in installation of solar panels.

 

As per the draft provisions being planned, each household or society will be able to generate solar electricity for its personal consumption; the excess generation will be bought by the discoms and will be transferred into the grid.

 

Spark found that, Ministry of New & Renewable Energy (MNRE) is also finalizing the guidelines for setting up of solar panels in individual houses and apartments and purchasing of generated electricity from these panels.

 

To give a push to the UDH proposal, the Centre is providing 30 percent subsidy in installing solar panels. Currently, the capital cost comes around Rs 2 lakh per kilo watt. However, experts believe that with more use of solar energy in the country and manufacturing of equipment, the cost can come down to Rs 1 lakh per kilo watt.
