Power bourses asked to show supply-demand curve on websites…

To ensure more transparency, sectoral watchdog CERC has asked power exchanges to display on their websites aggregate demand and supply curve of electricity trading for day-ahead market.

The move, according to the Central Electricity Regulatory Commission (CERC), would help market players in making informed decisions.

Indian Energy Exchange (IEX) and Power Exchange India Ltd (PXIL) are the two electricity bourses in the country, with the former having more than 90 per cent market share.

"The proposal for display of aggregate demand and supply curve would be a positive step towards development of power markets.

"This would significantly contribute towards information dissemination, bring transparency in the markets and help market participants to take informed price decisions," CERC has said.

The directions would be applicable for day-ahead electricity trading market, starting from April 1 this year.

In the day-ahead market, participants transact electricity on 15-minutes block basis, a day before its delivery.

"The curves shall be available on the website for a period of one year from the date of publication. This shall be implemented for the results of day ahead auction held on 1.4.2014," the order said.

The watchdog, in its order on January 8, has asked the bourses to display on their respective websites the national level aggregate demand and supply curves -- price and quantity -- after completion of auction and final price discovery.

Noting that curves should be displayed for each 15 minute time block of the day, the regulator said exchanges should not display information about any individual participant.

As per the regulator, the demand and supply curve should be displayed at the same time when the final prices results for day ahead market are published on the website.

"This information shall be over and above the cleared prices of different bid areas presently being displayed for the day ahead markets," it added.

The power exchanges have also been asked to closely monitor the market and monitor the bidding behavior of participants to check whether any market abuse is happening.

In September last year, CERC had sought comments on a discussion paper titled 'Improvement of market efficiency by information dissemination through display of aggregate demand and supply day ahead curves by power exchanges on their website'.

Energy bourses expect 5% market share of power trade by FY 16...

Power exchanges aim to grab at least 5 per cent market share of all India power trading volume, estimated at 800 billion units, on new regulations and market-friendly products.

The market share will rise from current 2.5 to 3 per cent of the pie, they said.

"Power exchanges can provide electricity for as short as 15 minute period at a competitive price, unlike bilateral trade, where the purchaser has to buy agreed quantity of power for the entire period, even at night when the demand is low. People are preferring to buy from power exchanges which can provide electricity at short notice for a short period of time. Since the trend has been rising since last 6-8 months, we see reaching 5 per cent of total market share by 2015-16," said Rajesh Mendiratta, Director, Business Development, Indian Energy Exchange (IEX),

In India, two exchanges--IEX and Power Exchange India Ltd (PXIL) are offering power as a commodity, which is traded on one-day ahead basis. They also sell renewable energy certificates and solar energy on their respective platforms. IEX is the leading power exchange of the country. 

The trend of buying short term power, currently preferred by mostly industrial units, will expand to power distribution companies (discoms) in future, once Central Electricity Regulatory Commission (CERC) comes up with tighter grid frequency band order. 

Frequency stabilisation is a key requirement to prevent grid collapse. It changes as per demand and supply (frequency rises when demand falls below supply and vice versa). Global standards require that grid frequency should fluctuate in a tight band of 49.95 to 50.10 hertz (Hz), while India has a history of the frequency fluctuating from below 48Hz to above 52Hz. Sudden changes in frequencies causes grid collapse.

As per latest CERC order, frequency fluctuation is allowed in the band of 49.7-50.2Hz. A tight frequency range means buyers or power generators cannot buy or sell power at their wish and have to maintain a fixed amount of power trading on the national grid network.

The regulator has plans to tighten the band bit by bit further.  It already regulates the frequency changes by forcing buyers to pay more when they draw low frequency power.

Power exchanges see the opportunity in frequency tightening, as they hope buyers will opt for exchanges in case of sudden power requirement, as buying through national grid will be expensive.

“If a buyer makes up its requirement via power exchanges in case of failure from supply side, they will not have to pay higher price to national grid. The further tightening of frequency band will ensure more business for power bourses and the market share will surely rise to 5 per cent in next couple of years,” said V V Sharma, senior Vice President, Business Development with PXIL.

Power demands goes down as mercury goes down in parts of country...

Extended monsoon and arrival of winters in parts of the country, the demand for electricity is witnessing downward trend on Indian Energy Exchange (IEX) where the total purchase bids received were close to 3596 million units (MUs) as against the total sale bids for 4453 MUs in October 2013. Higher supplies as against the demand made the day-ahead power market attractive for buyers with the average prices hovering around Rs 2.4 per unit in all parts of the country except South India.

On an overall basis, in terms of volume of power traded, the Northern and Southern regions were the net buyers, while the Eastern, Western and the North-Eastern regions were net sellers of power. On an average 85.30 MUs were cleared daily in October 2013 at the exchange.

"The overall demand for electricity in the country lowered owing to seasonal variations and intermittent precipitation in most parts of the country which is uncommon for this time of the year," read a media statement by IEX. It added that congestion played a major deterrent and the volume lost due to unavailability of transmission corridor doubled as compared to previous month and reached 442 MUs. "Evidently, the final cleared volume decreased to 2644.5 MUs in October'13 from 2852.8 MUs last month," said IEX.

Unavailability of transmission corridor for several days across the month saw the Southern region prices firm up further over the previous month. The corridor in South remain congested for 64% of the time and the average clearing price in Tamil Nadu and Kerala rose to Rs 5.74 per unit, highlighting an increase of 45%, whereas, the average prices in other parts were around Rs 4.15/kWh, a slight increase from the previous month. For the northern, eastern, western and north-eastern region the average price in the month of October 2013 were close to Rs 2.48, Rs 2.44, Rs 2.41 and Rs 2.44 respectively.

The buy volume from Punjab tripled as compared to last month as the transmission capacity previously tied up in short term bilateral contracts was relieved due to lowered agricultural demand with the paddy season coming to an end. As a result, corridor was available for transactions through the power exchange. However, the buy volume in other parts of North decreased which can be attributed to the overall decrease in demand with the onset of winter season.

The market once again maintained high liquidity through the month with an average of 1109 participants, up from 981 in the last month. On October 17, maximum participation of 1197 participants was observed.

Increased buying from discoms improve sale of RECs...

 

REC Trading improves

After months of tepid trading, sale of 'Renewable Energy Certificates' (RECs) at the power trading body India Energy Exchange (IEX) witnessed a rise in the current trading session.

The trading session at IEX featured trade of 98,921 non-solar and 6,548 solar RECs with supply far exceeding demand. However, the trading session saw the buy volume increasing by almost 140% over the previous month largely due to increased buying by the power distribution companies.

In the non-solar segment, buy bids of 98,921 RECs and sell bids of 24, 47,684 RECs were received against which 98,921 were cleared at Rs 1,500 per REC.

In the solar segment, buy bids of 6,548 RECs and sell bids of 48,515 RECs were received against which 6,548 RECs were cleared at Rs 9,300 per REC.

Due to dearth of buyers, RECs market crashed recently with both solar and non-solar certificate price stooping to their floor price. There are currently 27 lakh REC lying unsold.

Calculations by IEX and ministry of new and renewable energy show that at the current level of renewable purchase obligation (RPO), the cumulative requirement for all states would be 1.14 crore non-solar RECs and 16 lakh solar RECs in 2012-13. For 2013-14, the requirement would go up to 1.67 crore non-solar and 21 lakh solar RECs.

Pre defined solar RPO target for all states, as mentioned in 'National Tariff Policy' currently ranges from 0.25% to 1.90% of their requirement. Non-solar obligation is in a larger band of 2.5% to 10%. Solar power rich states like Gujarat and Rajasthan are the only ones to achieve their solar-RPO targets.

Power Trading Prices are at all time low...

Prices of Power/Electricity being traded on the Power Exchanges have been reduced significantly on account of increased power generation, grid congestion and poor financial health of distribution companies.

The Power Trading accounts for nearly 2.5% of the power being transacted in the Country.

In the year 2008, the average Power Trading prices were around Rs. 7 per unit which has been reduced to around Rs. 2 per unit currently.


Further, as per the data on the Power Exchanges such as Indian Electricity Exchange (IEX) & Power Exchange of India (PXI), the power trading price has never crossed Rs. 3 per unit during the current financial year. Since April 2010, average price of electricity on Indian Energy Exchange ( IEX), which dominates market with over 90% share, crossed mark of Rs 5 per unit only once.

 

Average electricity price on IEX came down by 10% to Rs 2.05 per unit in August from Rs 2.28 in July. It attracted sellers for 5200 million units (MUs) in August, substantially higher than buyers for 2899 MUs during the same month.

The similar trend was witnessed on both IEX and Power Exchange of India Limited (PXIL) during July when they witnessed demand for 3040.32 MUs, which was 60% of available 5,111.02 MUs of electricity in the market.

As per the Power Exchanges, the reasons behind this trend are:

  • Over supply of electricity in the system
  • Inability of some of the buyer to draw power on account of congestion in the network. According to estimates, at least 10% of the electricity trade is not happening due to lack of adequate transmission network.
  • Inability of the Distribution Companies, on account of poor financial health, to buy power from the exchanges as they have to pay money in advance unlike other sources

Update on REC Trading session of July-2013...

On 31st July 2013, the first trading of Renewable Energy Certificate (RECs) for the 2nd Quarter of 2013-14 was conducted on the power exchanges Indian Electricity Exchange (IEX) and Power Exchange of India (PXI) which has witnessed the increased participation from buyer's for both Solar and Non-Solar segments.

It seams that the ongoing hearing at Appellate Tribunal of Electricity for the petition regarding the Non-Compliance of Renewable Purchase Obligation filed by the renewable energy associations against the State Electricity Regulatory Commissions is the cause for the revival of the REC Market. 

This can be inferred from the fact that in comparison to last trading session of June 2013, the participation from the buyers' side has been increased by 37.19% for the Solar segment and 122.67% for the Non-Solar segment.

Further, despite substantial increase in the inventory of RECs, the clearing ratio for Non-Solar RECs has increased by 91.88% whereas for Solar RECs it has reduced to 62.46%.

Major inventory of solar RECs, resulting to a dip in Clearance ratio, has been contributed from the projects set up in the state of Rajasthan.

Nonetheless, with this favorable sign of increase in participation of Buyers from April onwards gives a positive ray of hope for the REC market and thus look forward to have a matured and stable trade pattern in the near future resulting in more investments in Renewable Energy Market in India.

REC trading update for the month of October 2012…

Renewable Energy Certificate (REC) market is currently experiencing low volume of sales as well as lower prices on trading for the October month on account of oversupply of RECs.

 

Non-Solar RECs

  • During the trading which occurred October 31, 2012; around 10,12, 660 non-solar RECs were offered for sale, out of which only 2,22,700 got sold and that too at the floor price of 1,500 per certificate (1.5 Rs/Unit) on both the power exchanges IEX and PXIL. The traded volume was lower than September’s 2,64,446.
  • When the trading began, 15,06,233 RECs had been issued and were available for sale. Since 2,22,700 were traded, the market today has around 13 lakh RECs.

“Unless significant demand gets generated over last few quarter, the prices may remain subdued,”

Solar RECs

  • As many as 2,964 solar RECs were put up for sale, of which 1,971 got cleared.
  • On IEX, 820 solar RECs were sold for Rs 12,680 apiece. On PXIL, 971 were sold for Rs 12,500. The floor price for solar RECs is Rs 9,300.
  • The firm price in Solar RECs is an indication that even with low-enforcement scenario, market is high on price due to supply side constrained, says Vishal Pandya.
  • For the first time in the 18-odd months of trading, PXIL has gained some market share. Till last month, IEX’s share used to be well over 90 per cent. In today’s trading, IEX got 59.4 per cent of the market, and PXIL the other 40.6 per cent.

 

(RECs are generation-based ‘certificates’ awarded (electronically, in demat form) to those who generate electricity from renewable sources such as wind, biomass, hydro and solar, if they opt not to sell the electricity at a preferentially higher tariff. These certificates are trade-able on the exchanges and are bought by ‘obligated entities’, who are either specified consumers or electricity distribution companies. These obligated entities may either required to purchase a certain quantum of either green power or RECs. Trading happens on the last Wednesday of each month. Within the obligation, there is a small slice carved out for solar-RECs, or RECs from solar power generators.)

Power Exchange India conducts sixth REC trading session…

image Power Exchange India Limited (PXIL) has conducted its Renewable Energy Certificate (REC) trading session for the month of July on 27th July, 2011. Several members including obligated entities like the distribution licensees, captive power plants and open access users participated in this session.

The total orders received for Non-Solar Certificates were 24,566 comprising 14,766 buy bids and 9,800 sell bids. From the total bids received for the trade, 3,900 certificates were cleared today. REC market on the Exchanges has witnessed growing interest over the past few months. The total orders received for Non-Solar category by PXIL have increased from 598 Certificates in March ‘11 to 24,566 Certificates in this session.


Central Electricity Regulatory Commission (CERC) had come up with REC mechanism to incentivize the RE generators through a market based mechanism of trading and promoting newer investments into the sector. While the primary goal of the RECs is to address the needs of the compliance market, it also serves as a useful tool for meeting the ‘green electricity’ needs of the voluntary market. Companies have started purchasing RECs as part of their corporate social responsibility.


Trading in RECs which started with a slow response has gained momentum within a few months. PXIL, in its endeavor to offer easy access, transparent and fully electronic market place, had developed a robust and user friendly platform to trade on RECs. PXIL had launched its platform in March 30, 2011 to facilitate trade of these certificates and captured 70% of the market share in the first trade itself. Obligated entities like the distribution licensees, captive power plants, open access users and voluntary buyers participated in the bid for the RECs.
