Tangedco to provide Generation Based Incentives for solar energy supplied to the grid by Domestic Consumers...

Tangedco to provide Generation Based Incentives for solar energy supplied to the grid by Domestic Consumers...

Installation of rooftop solar energy systems is expected to get a boost as the Tamil Nadu Generation and Distribution Corporation (Tangedco) will soon start implementing the Generation-Based Incentive Scheme announced in the Tamil Nadu Solar Energy Policy.

The scheme envisages installation of 50MW under it. Domestic consumers will get Rs. 2 a unit for solar energy supplied to the grid during the first two years.

An official of the Tangedco here told The Hindu that suggestions were recently sought from the local officials on installation of solar energy systems by domestic and commercial consumers and for common purpose (such as street lights). Solar connections in an area will be 30 per cent of a transformer’s capacity.

The consumers will have to buy two meters.

One will be installed near the solar panels to assess the energy generated.

Another one will be to assess the solar energy supplied to the grid from a house or commercial building and energy consumed from the grid.

Working instructions
The official said that working instructions were expected soon so that they could start implementing the scheme.

Consumers will have to bear the cost of meters and the wiring for installing these. Since the Government has announced incentive for solar energy supplied to the grid, more consumers may go in for it, the official said.

A. D. Thirumoorthy, energy consultant and a former official of the Tangedco, said that the scheme is only for those who use the solar energy generated without storing it or supply the energy generated to the grid.

The consumers should be permitted to use store the solar energy generated. Only then would it encourage installations, he said.

There are a number of installations that do not require the export/import meter as the consumer might not have excess power to export to the grid.

Hence, this should be an option and not mandatory.

Government’s Focus on Energy Savings Fosters Growth of the Indian Lighting Control Systems Market, Finds Frost & Sullivan

image

Escalating investment in the real estate and construction industry, coupled with the growing need to reduce energy consumption across the commercial, residential and government sectors, is propelling the Indian lighting control systems market.

Green building projects, in particular, are illuminating avenues for lighting control systems since they have to comply with various national standards set by the Bureau of Energy Efficiency (BEE), Energy Conservation Building Code (ECBC), Green Rating for Integrated Habitat Assessment (GRIHA), and Indian Green Building Council (IGBC) along with international standards such as Leadership in Energy & Environmental Design (LEED).

New study from Frost & Sullivan (http://www.buildingtechnologies.frost.com), Analysis of the Indian Lighting Control Systems Market, finds that the market earned revenues of INR 2.50 billion in 2012 and estimates this to reach INR 4.06 billion by 2017 at a compound annual growth rate of 10.2 percent. Lighting accounts for more than 17-20 percent of the world’s energy costs. With the usage of the right combination of advanced lighting solutions such as efficient lamps, high-performance luminaires, electronic drivers and controls etc., consumers can achieve energy savings of up to 60-70 percent.

The potential for lighting controls in green building is huge. It is observed that nearly 1,909 green buildings are registered with IGBC, out of which some 300 green building projects are certified and fully functional in India. It is also observed that there are around 300 projects registered under GRIHA.

“Real estate investors are beginning to realize that even though the construction costs of a green building are higher than those of a conventional building, they can recover the incremental costs within three to four years by incorporating energy saving measures,” said Frost & Sullivan’s Environment & Building Technologies Analyst. “The continuing drop in the cost of traditional lighting control products, mainly due to modest innovation, will help this segment expand. Traditional lighting controls are mainly used by medium and small scale stakeholders (typically less than 5000 square meters), while the more expensive automatic controls are mainly deployed by the large users (more than 5000 square meters).”

At the same time, low-cost imports and high product lead times are paving the way for higher discounts and localization of manufacturing. Stiff competition in the domestic market will see market participants adopting various business plans and distribution models to stand out in the crowd. The most successful participants are likely to be the ones with a clear vision of the market, wide product range, huge distribution network, and presence of skilled/qualified manpower for installation and solution support.

Technological improvements and rising energy consciousness due to urbanization are bringing in demand from unconventional markets such as healthcare, education and government. Participants are exploring markets beyond the half-penetrated tier I cities and are also undertaking market development activities in tier II cities. “With increasing penetration of information and communication technologies, buildings are expected to become smarter and intelligent. Such fully integrated and networked buildings will need energy management and remote monitoring, leading to improvements in operational efficiency and eventually, more market opportunities for lighting control companies”, observed the analyst.

Analysis of the Indian Lighting Control Systems Market is part of the Building Management Technologies Growth Partnership Service program. Frost & Sullivan’s related studies include: Analysis of the LED Lighting Market in the GCC, Analysis of the Indian Facility Management Services Market, Analysis of Cable Management Systems Market in India, Analysis of Fire and Safety Market in India, and Analysis of the Indian Pre-engineered Buildings Market. All studies included in subscription provide detailed market opportunities and industry trends evaluated following extensive interviews with market participants.

Google is developing a internet connected smart thermostat devices to help reduce household energy bills...

image

The company is said to be testing an internet-connected device that will help consumers reduce household energy bills.

Rumors about Google and Apple surface regularly, but what adds weight to the report from website The Information is that Google already has a version of Android optimized for the connected home and that the company has already once tried to develop a smart thermostat but eventually scrapped the project.

The Information has spoken to reliable sources and has reviewed documents that claim the project is called Energy Sense and that the hardware for the system is from Ecobee, a company that already builds a smart thermostat.

But while the market for smart thermostats is clearly growing, it's doubtful that Google is planning to compete head-to-head with other companies, particularly Nest, the business that made the devices fashionable and desirable and in whom Google has a sizable financial investment.

More likely, and of greater potential benefit, is a suite of smart tools that would help consumers monitor and understand how they use energy and how they can change their habits.

Back in 2009, Google announced a web application called PowerMeter, which was designed to help consumers understand their electricity usage in real time and identify trends in the hopes of helping to change household behavior.

Although Power Meter promised to help consumers save money, it never caught on and was eventually pulled in 2011.

Plan panel drafting model accord for Coal India...

image

In a move to increase domestic coal production, the Planning Commission is preparing a model concession agreement for state miner Coal India (CIL) to engage mine developer cum operators (MDOs), the coal ministry said Thursday.

"The Planning Commission in consultation with all the stakeholders, including Ministry of Coal and Coal India Ltd., is in the process of finalising a model concession agreement for engagement of MDOs in CIL," Minister of State for Coal Pratik Prakashbapu Patil said in a written reply to parliament.

A committee was set up under the coal secretary with representatives from the Planning Commission and ministries of finance, labour and law to recommend a framework for public-private partnership (PPP) with Coal India, the minister said.

"The committee deliberated on the various models, including engaging MDOs," Patil said.

Under the MDO model, a coal block owner contracts with a third party for the mining operations, including land acquisition and resettlement and rehabilitation of people displaced.

The minister also said no allocations were made to private companies during 2012, as well as in 2013.

As against the 2013-14 production target from allocated captive coal blocks of 46.15 million tonnes, the production achieved up to October is 21.74 MT - 13.645 MT for private companies and 8.095 MT for government companies, Patil said.

India needs commercial banks to fund 10 GW solar power plan: World Bank Report

India needs commercial banks to fund 10 GW solar power plan: World Bank Report

A report by the World Bank said India will need to appeal to commercial bank lenders to help fund its plan to add 10 gigawatts of solar power by 2017, according to Bloomberg. As part of its $11.7 billion solar plan known as the Jawaharlal Nehru National Solar Mission (JNNSM), the country aims to increase its solar capacity six times its current rate by 2017.

"Growth in the energy sector is key for India as more than 300 million of the country's people still lack access to electricity, and industry cites energy shortages as a critical barrier to growth," the World Bank report said. "The development of solar power will help India produce clean energy and contribute to reducing emissions per unit of GDP by 20-25 percent by 2020, over 2005 levels."

India has 2,080 megawatts of installed capacity with most of the investment coming from lenders, including the World Bank's International Finance Corp. The World Bank said project leaders in JNNSM Phase II between 2013 and 2017 will have to adopt lessons from the first phase, including attracting more commercial banks and private financing to help fund the solar plan. The World Bank also said India will have to improve its manufacturing capabilities in order to use its comparative advantage to boost its installed capacity.

MPCB issues show cause notice to Chandrapur Super Thermal Power Station for violation of pollution control standards...

image

The regional office of Maharashtra Pollution Control Board (MPCB) served a show notice to Chandrapur Super Thermal Power Station (CSTPS) for violation of pollution control standards after receiving complaint about sharp rise in emissions from the power plant on Tuesday.

Following complaint by environmentalist Yogeshwar Dudhpachare, MPCB dispatched its field officer to CSTPS. After inspection, officials concluded that there was heavy emission from the operational generation units. Emission was recorded from the open sampling stack of unit no. 4.

The field officer also found that economizer at coal crushing area of unit no. 2 was choked, leading to higher emission. The authorities of IIT Mumbai carrying out comprehensive study of pollution in Chandrapur, measured the concentration of PM10 (particulate matter up to 10 micrometre size) at CSTPS by using 'dust-rak equipment' at 3.30pm and 4.30pm, also on Tuesday. They were shocked to find values of PM10 as high as 550 g/m3 and 850 g/m3 respectively.

Regional officer DB Patil in the notice has stated that these lapses on part of CSTPS are in violation of consent condition issued by MPCB and are causing grave harm to the environment. He has sought explanation why should the board (MPCB) not initiate legal action against the CSTPS under the provisions of Air (Prevention and Control of Pollution) Act-1981. Patil has asked CSTPS to submit reply in three days or face action.
